Launch of the ProBioDev call for proposals
Version française disponible sur ce lien As part of the Support Programme for biodiversity Civil Society Organizations (CSOs) active in developing countries (ProBioDev), the IUCN French Committee is launching a call for proposals to support projects in developing countries led by civil society partnerships. This initiative aims to support projects focused on biodiversity conservation and Nature-based Solutions, addressing climate change mitigation and adaptation. Since February 1st, 2024, the IUCN French Committee has been implementing the Support Programme for biodiversity Civil Society Organizations (CSOs) active in developing countries, known as ProBioDev. Over the span of three years, ProBioDev aims to enhance biodiversity in developing countries by empowering civil society action and strengthening the capacities and partnerships of CSOs. Supported by a coalition of public and private partners, including the French Development Agency, the French Biodiversity Agency (OFB), the Audemars Piguet Foundation for Trees, the Fondation de France, the Manthano Foundation, the Egis Foundation, and the Maisons du Monde Foundation, the programme also aims to support alliance strategies and the development of equitable and supportive partnerships to address biodiversity challenges in developing countries. For this purpose, a grant initiative for meso-projects has been established. The first call for proposals is open from April 9th to May 26th, 2024. This call aims to support approximately ten field projects, offering grants ranging from €100 000 to €250 000 for a maximum duration of 24 months. Co-financing provided through these grants will represent up to 90% of the total project budget. Projects must be carried out in a country eligible for official development assistance (ODA) according to the OECD DAC list (with a priority given to the African continent) and led by civil society partnerships. These partnerships must include a French civil society organization (CSO) and a local CSO registered in a developing country. The main objective of the project should be biodiversity conservation and/or Nature-based Solutions focused on climate change mitigation and adaptation, aligning with the objectives of the Kunming-Montreal Global Biodiversity Framework. Frequently Asked Questions : (regularly updated based on clarification requests) Can the local CSO be the project leader within the partnership? Absolutely! Partnerships, consisting of a French Civil Society Organization (CSO) and a local CSO, should also designate a project leader (primary contact) and a main partner. In the grant application, the local CSO has the option to serve as either the project leader or the main partner. Similarly, the French CSO has the same flexibility. Is it possible to form a partnership with more than 2 CSOs? Exceptionally, partnerships may involve three CSOs, provided that the relevance of this collaboration, the complementarity of expertise and support, and the alignment with the project’s objectives are clearly demonstrated. Is it necessary to apply in partnership ? The two CSOs comprising the partnership must be independent, with their own legal status, decision-making bodies, and governance. Therefore, two branches or offices of the same organisation will not be eligible to form a partnership under this call for proposals. They must not be subordinate to each other and must have their own autonomy in decision-making and management of their internal affairs. A secondary technical partner can be involved in the project (and not as part of the partnership), possibly with co-financing or retrocessions of part of the funds for the implementation of certain activities. The legal status of a secondary technical partner is flexible and may include organisations from different sectors such as private, nonprofit, governmental (e.g. local authorities), research institutions, and more. Is a research center, a governmental or lucrative organisation eligible ? No. The grants are awarded to CSOs established under the following legal statuses: For French CSOs: A French association operating under the law of 1901, or a non-profit association governed by the local law in Alsace Moselle involved in international solidarity actions; A trade union under French law (law of 21 March 1884), engaged in international solidarity actions; A French foundation recognised as serving the public interest, implementing international solidarity initiatives. For local CSOs: A non-profit association or non-governmental organisation, established in compliance with the prevailing national legislation of a country eligible for official development assistance (ODA), with autonomous governance, independent of national governments, the private sector and any international organisation. English version available on this link Dans le cadre du Programme d’appui aux OSC de biodiversité actives dans les pays en développement (ProBioDev), le Comité Français de l’UICN lance un appel à projets pour soutenir des projets dans les pays en développement portés par des partenariats de la société civile. Ce premier appel vise le financement et la mise en oeuvre de projets de terrain axés sur la conservation de la biodiversité et/ou les Solutions fondées sur la nature (SfN) répondant de manière spécifique aux enjeux d’adaptation et d’atténuation des changements climatiques. Depuis le 1er février 2024, le Comité français de l’UICN met en œuvre le Programme d’appui aux OSC de biodiversité actives dans les pays en développement (ProBioDev). D’une durée de 3 ans, l’objectif de ProBioDev sera d’améliorer l’état de la biodiversité dans les pays en développement grâce à l’action de la société civile et au renforcement des capacités et partenariats des OSC. Soutenu par une coalition de partenaires publics et privés dont l’Agence française de développement, l’Office Français de la Biodiversité, la Fondation Audemars Piguet pour les Arbres, la Fondation de France, la Fondation Manthano, la Fondation Egis et la Maisons du Monde Foundation, l’ambition du programme est également de soutenir des stratégies d’alliance et le développement de partenariats équitables et solidaires pour répondre aux enjeux de biodiversité dans les pays en développement. Pour cela, un dispositif de financement de mésoprojets est mis en place et un premier appel à projets s’ouvre du 9 avril au 26 mai 2024. Cet appel à projets permettra de financer une dizaine de projets de terrain pour des montants de subventions compris entre 100 000 € – 250 000 € sur une durée de 24 mois maximum. Le cofinancement apporté via ces subventions représentera au maximum 90 % du budget total du projet. Les projets devront être réalisés dans un pays éligible à l’aide publique au développement selon la liste du CAD de l’OCDE (avec une priorité donnée au continent Africain) et portés par des partenariats de la société civile. Ces partenariats devront obligatoirement être composés d’une organisation de la société civile (OSC) française et d’une OSC locale enregistrée dans un pays en développement. Le projet devra avoir pour objectif principal la préservation de la biodiversité et/ou les Solutions fondées sur la Nature axées sur l’atténuation et l’adaptation aux changements climatiques, s’alignant avec les objectifs du Cadre Mondial de la Nature de Kunming-Montréal. Tout à fait ! Les partenariats, composés d’une OSC française et d’une OSC locale, devront être également définis avec un porteur de projet (interlocuteur principal) et d’un partenaire principal. L’OSC locale peut être le porteur de projet ou le partenaire principal dans la demande de financement. De même pour l’OSC française. Est-il possible de former un partenariat à plus de 2 OSC ? De manière exceptionnelle, les partenariats pourront être constitués de trois OSC sous réserve qu’une expertise complémentaire et additionnelle soit apportée et que la pertinence de cette collaboration à plusieurs soit clairement démontrée. Est-il indispensable de candidater en partenariat ? Oui ! Conformément aux directives établies dans le règlement, la qualité et la cohérence du partenariat entre deux OSC sont des critères essentiels lors de la sélection des projets. Il est important que le partenariat entre l’OSC locale et l’OSC française soit bien établi et pertinent pour le projet que vous envisagez de proposer. Nous ne pouvons donc pas directement vous jumeler avec une OSC française ni vous guider dans le processus de recherche et d’établissement de partenariats, qui doivent être adaptés à vos besoins et objectifs spécifiques. Cependant, nous encourageons néanmoins la formation de partenariats solides et complémentaires, où la valeur ajoutée de chaque organisation est clairement démontrée. Est-ce qu’un bureau français et local de la même organisation peuvent-être éligibles en tant que partenariat ? Les deux OSC composant le partenariat doivent être indépendantes, avec leur propre statut, leurs propres organes de décision et leur propre gouvernance. Donc deux antennes ou deux bureaux de la même organisation ne seront pas éligibles pour former un partenariat dans le cadre de cet appel à projets. Elles ne doivent pas être subordonnées l’une à l’autre et doivent avoir leur propre autonomie dans la prise de décisions et la gestion de leurs affaires internes. Nous vous recommandons de consulter attentivement les critères d’éligibilité pour les OSC dans le règlement de concours, y compris les différents statuts pour les OSC françaises et locales, afin d’être pleinement éligibles. Qu’est-ce qu’un partenaire technique secondaire et doit-il respecter les mêmes critères d’éligibilité que l’OSC française ou l’OSC locale ? Un partenaire technique secondaire peut être impliqué dans le projet (et non dans le cadre du partenariat), éventuellement avec des cofinancements ou des rétrocessions d’une partie des fonds pour la mise en œuvre de certaines activités. Le statut d’un partenaire technique secondaire est flexible et peut inclure une entité du secteur privé, associatif, gouvernemental (par exemple, une collectivité locale), de la recherche, etc. Est-ce qu’un centre de
